v8.38 review: maintenance regression remains
Review confirmed the index-only task/log behavior in focused tests and read-only sample processing; sample files remained unchanged. The full 77-test suite passes, but startup task maintenance returns after the first active project and skips cleanup when none are active. GUI and Windows runtime behavior remain unverified.
Next: Move the cleanup return after the project loop and add regression coverage for multiple projects and no active projects.
